The Medicare Part D program has achieved the rarest of distinctions among federal entitlement programs: it is both highly successful in its mission, and consistently comes in under budget. Over the past decade, Medicare Part D has provided better access and more affordable prescription drugs for more than 40 million American seniors – and it has done so at half its originally projected cost.

The success of Medicare Part D can be largely attributed to its private-sector model which leverages competition and innovation to reduce beneficiaries’ drug costs. As legislators struggle to find transformative solutions to our long-term health entitlement challenges, what can be learned from the Part D model, and how can the Part D program itself be protected and enhanced to ensure its sustainability?
