Michael Baker is the Director of Health Care Policy at the American Action Forum
Biography
Michael’s work focuses on prescription drug pricing policy, Medicare and Medicaid payment systems, the Food and Drug Administration, chronic health condition payment systems, and employer health insurance rules and regulations.
Prior to joining AAF, Michael worked in both the public and private sectors on a broad array of health and human services policy. Michael has provided public policy leadership in the private sector, including regulatory compliance and policy advocacy. He has worked with hospitals and payers, investment firms, and other stakeholders on the interpretation and implementation of new laws and regulations. At the Department of Health and Human Services, Michael worked on policies related to drug pricing and pharmaceutical development, organ transplantation, public health, competition and transparency, and innovation models. His purview has also included health IT interoperability and data exchange, HIPAA coverage, and public health informatics.
Michael holds a master’s degree in biohazardous threat agents and emerging infectious diseases from Georgetown University, a master’s degree in economics from American University, and a bachelor’s degree in biology from the University of Toledo.
