Medicare Advantage Cuts: More Broken Promises

The Affordable Care Act’s (ACA) insurance reforms and Medicaid expansion are being paid for, in part, by cuts to Medicare Advantage (MA), an enhanced Medicare option popular with many seniors. Medicare’s actuaries have predicted that by 2017, as a result of the law’s cuts, MA enrollment will be half of what it would have been absent the ACA. Although we have not yet seen an enrollment dip as of 2014, only 20 percent of the cuts have been phased in and already seniors are being impacted by higher cost-sharing and tighter physician networks.
