AAF: Perkins Act Reauthorization Presents Opportunities for Reform

AAF’s Director of Education Policy Chad Miller examines the opportunities presented by a reauthorization bill of the Carl D. Perkins Career and Technical Education Act, which the Senate Health, Education, Labor, and Pensions Committee is scheduled to mark up on Tuesday. Since 1984, the Perkins Act has supported state-based vocational training programs, yet it has lacked congressional reauthorization since 2012, with the Senate the primary roadblock.

His analysis outlines two opportunities for reform:

  1. Expanding career and technical education programs to non-traditional students, and
  2. Requiring that states incorporate career and technical education data into their comprehensive educational data sets.
