Key Regulatory Provisions of the COVID-19 Response Package

Last night Congress passed a COVID-19 relief package and other spending measures in the Consolidated Appropriations Act, and included are a number of regulatory-related provisions. AAF’s Director of Regulatory Policy Dan Bosch and Senior Regulatory Policy Analyst Dan Goldbeck outline the most notable provisions and examine how they will affect regulatory agencies.

Their central points:

  • The legislation requires the Small Business Administration and Department of Treasury to issue regulations implementing new provisions of the Paycheck Protection Program within 10 days;
  • The bill also includes provisions affecting energy and environmental policy and prohibitions against agencies enforcing certain rules already on the books; and
  • Finally, like most large omnibus spending measures, the legislation includes some more obscure sections affecting regulatory policy.
