A former practicing attorney, Collins served as a senior research analyst at the Republican National Committee, focusing on immigration and judiciary issues. She also worked on cooperative federalism and energy and environmental issues as a policy analyst for the Texas Public Policy Foundation. She received her B.B.A. in management from the University of Oklahoma and her J.D. from the University of Texas School of Law. She is licensed in Texas and Oklahoma.
