Analyzing the Labor and Unemployment Provisions in the CARES Act

As the Senate continues to debate how to structure a third economic relief package, AAF’s Tara O’Neill Hayes and Isabel Soto have analyzed the labor and unemployment-insurance provisions in the latest version of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The labor provisions, as written, promise to soften the impact to businesses of the paid leave programs that Congress recently enacted, Soto writes. And the total cost of all the unemployment provisions included in this third package could exceed $259.5 billion, Hayes calculates.
