Operation Healthcare Choice – The American Action Forum on Healthcare

Operation Healthcare Choice (OHC) is the American Action Forum’s healthcare public policy imitative focused on promoting medical innovation, value-based medical care and higher quality health insurance that expands consumer choice.  OHC publishes economic research, conducts policy polling, offers opinion commentary, and develops policies that deliver meaningful healthcare reform and spur private sector innovation.  OHC research and commentary is routinely cited and featured in major media publications including Health Affairs, The Wall Street Journal and The New York Times.

 

Operation Healthcare Choice has become the first place decision makers turn for policy education:

  • U.S. Supreme Court – The American Action Forum has filed three Supreme Court amicus briefs signed by hundreds of economists that evaluate the underlying economics of the Affordable Care Act’s individual mandate, the severability of the individual mandate, and the Medicaid expansion.  The American Action Forum first amicus brief, filed with the 11th Circuit Court of Appeals, was cited as being central to the court’s decision to overturn the constitutionality of the individual mandate.

 

  • U.S. Congress – Throughout the 112th Congress, the American Action Forum has been asked to hold educational briefs for members at Congressional Leadership Retreats, committee staff briefs, and other Congressional event.  As of March 2012, American Action Forum experts had delivered healthcare testimony before every major Senate and House Committee with healthcare jurisdiction.

 

  • State Governors – The American Action Forum regularly conducts private briefings and delivers policy advice to the nation’s governors.  For example, in February 2011, the National Governors Association (NGA) turned to the American Action Forum to provide testimony and detailed policy report for governors that would lead to a more sustainable Medicaid program.

Michael Ramlet is the Director of Health Policy. He was one of the American Action Forum’s first employees and is the architect of Operation Healthcare Choice, the first policy center launched at the Forum. Ramlet regularly authors white papers, op-eds, and congressional testimony covering the payer, provider, and medical innovation landscape.
